A DELEGATION OF 4 MEMBERS FROM BTEU BSNL and ITEF MET SHRI RAVI SHANKAR PRASAD, HON'BLE MOC AT DELHI ON 17.1.15 AND PRESENTED THE FOLLOWING ISSUES BEFORE HIM.
1. Steps needed to revive the BSNL to make it more professional and start earning profits. The MOC was informed about the severe shortage of SIM cards in the circles and lack of foresightedness on the part of the BSNL management to this issue.
2. Issues concerning non executive employees for which a notice was given to the management and agitation is going on. Some of the major issues are
a) Stagnation of RMs on account of defects in wage revision.
b) Regularisation of Officiating JTOs
c) Promotion of qualified RM.s as TM.s
d) Loss of wages to the TTAs who are appointed and promoted on or after 1.1.2007
e) Review of results of JTO/JAO exams which were held earlier
f) Reduction of residency period in NE 11 pay scale for promotion to NE 12
g) Change of designations :
i) Sr.TOA as Office Manager,
ii) TTA as JE Telecom,
iii) TM as Engineering Assistant and iv) RM as Work Asstt.
The Hon'ble MOC was quite impressed with the presentation given by the delegation about steps to be taken for revival of the BSNL and about the disposal of the scrap and assured that he would get a full report from the CMD BSNL on these issues.
With regards to the HR Issues of Non executive employees the MOC has directed his PS to speak to the CMD BSNL for an early solution to the issues raised and wanted him to be appraised of the out come of the same.
The Hon'ble MOC has also assured the delegation that the Govt would take more proactive steps to support BSNL and other Telecom PSUs.
ISSUES OF ITI AND MTNL
Shri SVS.Subrahmanyam, SG ITEF presented the case of non payment of wages to the ITI employees for the past 4 months and also the lack of support to the company from the Govt. He has pleaded that the Govt should utilize the capacity of ITI in the digital India and Make in India programmes so that workers can get continuous work and wages.
The Hon'ble MOC assured to work out a mechanism in this respect soon.
The SG also spoke about non settlement of various issues of MTNL employees on which a memorandum was given to him by Shri Dharam Raj Singh, GS MTNL Mazdoor Sangh 2 months back.
The Hon'ble MOC directed his PS to speak to the CMD MTNL and see that the issues raised by the MTNL MS are addressed expeditiously.
