VIOLATION OF TRANSFER POLICY BY GMTD VIJAYAWADA IN AP CIRCLE. THE DISTRICT BRANCH OF BTEU BSNL TASTES MORAL VICTORY
The General Manager Telecom District Vijayawada in AP Circle has issued transfer orders in respect of some Sr.TOAs and Telecom Mechanics recently. The GMTD while transferring the officials left out some who are working in the non recruiting units such as STR/STP etc even though they are borne on the common gradation list. Further some of the Sr.Section Supervisors were also not covered in the orders. The District Secretary of BTEU (BSNL) reacted to these transfers as there was a clear violation of transfer policy framed by the BSNL Corporate office / CGM AP Circle
The DS represented to the GMTD Vijayawada to cancel/modify the orders. The SSA management did not heed to our request and instead started relieving the officials with force. The matter was also represented to the CGM AP Circle. The CGM washed his hands of the matter by referring the case to the BSNL Corporate office.
The DS BTEU BSNL Vijayawada petitioned the Assistant Labor Commissioner at Vijayawada and appraised them of the entire issue. The ALC summoned the SSA management and after an initial hearing wanted the GMTD to show him orders as to how he has left out the officials working in STR/STP/Civil and other units. The GMTD had no answers for this. The GMTD informed the ALC that the orders were issued after due consultation with the 2 recognised unions. The ALC heard the case on several days viz., 13-04-2015, 20-04-2015, 30-04-2015 and finally on 18.5.15. The SSA management or the CGMT AP circle could not get a comfortable clarification from the Corporate office so far. When the issue came up for hearing on 18.5.2015, the ALC asked the GMTD Vijayawada to take back to duty some of the officials who have proceeded on leave till such time the BSNL CO gives them a comfortable clarification. The GMTD was adamant and stated that they would stick to their orders.
The ALC then decided to refer the matter to the Tribunal and accordingly recorded failure of negotiations and sent the entire case to the Ministry of Labor New Delhi for further action.
The GMTD Vijayawada took a stand that BTEU BSNL is a small union and has no locus stand in the case. However, the BTEU (BSNL) union stands for justice to all even though we have not much presence in the SSA. We shall reach to any place where injustice is done to the workers by the management or the recognised unions. This is our motto. The entire case was very well articulated by S/Shri S.V.S.Raghavan, Jt Circle Secretary, K.Dharmangadudu, District Secretary. Senior BMS leaders at Vijayawada and also at Hyderabad assisted them from time to time. S/Shri Ganesh All India President BTEU BSNL and Premnath Circle Secretary provided the necessary support to them from the Circle and CHQ. Shri R.C.Pandey, GS BTEU BSNL discussed the case with the Sr.GM (Restg) BSNL Corporate office who were also requested to expedite their clarification.
This should be an eye opener to the management and the other unions who want to play politics with the workers.
