Again let us draw a lesson from the recognized union in the MTNL. There was no promotion policy in the MTNL initially. After the BMS got recognition, the first promotion policy was implemented successfully and many have reaped the benefits out of it. A large number of officials have gone to occupy the pay scales of Executives and even in some cases were given prime positions in the establishment. The second promotion policy is in the making and would be finalized shortly. What is required is vision and wisdom to address the issues. Unfortunately both are missing in the present set up in BSNL. The result is that the workers are put to suffer. Why we could not get the promotion policy issue settled even after 8 years of serving in the corporation. Why the OTBP/BCR should continue till the time of next wage negotiation as is being canvassed by the NFTE. Why can’t we have our own promotion policy in the Corporate set up. Are the workers so incompetent to loose promotions and attendant benefits. The reasons for this are simple. The people who were in recognition for the last 6 years may be NFTE or the United Forum led by BSNLEU lack vision and wisdom to address the issues.
