3 PRC IMPLEMENTATION IN BSNL

If you all remember well, the CMD BSNL has addressed a letter to the Secretary DOT vide DO NO BSNL/38-2-SR/2016 Dated 1/6/2016 regarding implementation of 3 PRC recommendations for the BSNL employees. In the said letter, the CMD BSNL has suggested that in view of the financial condition of the company, the question of payment of Perks etc can be considered at a later date and the employees may be allowed the benefit of 15% fixation on Pay + DA.

We have come across strong rumours to the effect that all the allowances will be freezed as on 31.12.2016 and a sort of quid pro quo will be offered to the recognised unions when they meet for discussions on 3rdPRC implementation shortly.

The Bhratiya Telecom Employees Union (BSNL) strongly disapproves the above move of the management and demands that the 3rd PRC recommendations should be implemented in toto and no piece meal deal will be acceptable for us. The reason being in the coming next couple of years more than 50% of the employees will be retiring from service and  the remaining employees would most probably be either direct recruits or appointed on compassionate grounds left in the company.

The initial furore over the threat of losing business on account of Reliance Jio has subsided. Hopefully we will be picking up new business in the coming few months as the initial glitter of Jio has faded away and with the retirement of staff in bulk numbers in the coming two years, the management should not have any problems in implementing the 3 PRC recommendations in full.

BTEU (BSNL) will stand by the employees and will not accept any sort of quid pro quo.
